The IEMEP, integrated into the Center Valsaín Foundation Studies is a research institute and promotion of administrative mediation , understood as a means of preventing and resolving conflicts between government and citizens, the idea of getting improved quality and efficiency of public services , while respecting essential to democratic values and fundamental rights of individuals.

The activity of administrative mediation fully identifies with the aims of the foundation which, it must be remembered Valsaín - serve two essential tasks: to promote a culture of mutual respect, based on values and serve the entire national and international community as permanent platform for discussion and studies on two basic axes of coexistence among the peoples, Peace and Human Rights.
On the other hand, following the axis defining the goals of the Foundation Valsaín through administrative mediation founding mission is organized to promote the development of initiatives to seek peace , respect , education in values, cultural diversity and economic progress as a valid instrument to implement policy on cooperation and stability factor essential for conflict resolution. |

The IEMEP, the most especially encourage all initiatives that are necessary to preserve respect for democratic values in the field of public life. Other initiatives will drive the development of ethical codes in the field of public administrations or organizations that request it, providing models that meet performance criteria that are based on an ideological conception of democratic content.
It will also promote the introduction into the code of administrative mediation techniques to facilitate a transparent operation of such governments and their agents, while respecting the existing legal framework and the principles and values of the rule of law.
