El Instituto Europeo para Mediación y Ética Pública, en adelante IEMEP, está integrado en el seno del Centro de Estudios de la Fundación Valsaín. Promueve las acciones necesarias para la implantación y el desarrollo de la mediación administrativa en todos los procedimientos, sectores y ámbitos que afectan al funcionamiento de las administraciones públicas en su relación con las personas, sean físicas o jurídicas, nacionales o extranjeras.
El IEMEP trata de impulsar un modelo de sociedad basado en la cultura de paz a través de la mediación y la participación activa, responsable y decidida de los ciudadanos.
De manera muy especial el IEMEP promoverá todas las iniciativas que sean necesarias para preservar el respeto a los valores democráticos en el ámbito de la vida pública.
Entre otras iniciativas se impulsará la elaboración de Códigos éticos en el ámbito de las Administraciones públicas o entidades que se lo soliciten, estableciendo modelos de conducta que respondan a criterios de comportamiento que se basen en una concepción ideológica de contenido democrático. Se promoverá también la introducción en dichos códigos de técnicas de mediación administrativa para facilitar un funcionamiento transparente de las administraciones y sus agentes, al tiempo que respetuoso con el ordenamiento jurídico vigente, así como con los principios y valores del Estado de derecho.

- The IEMEP especially promotes all initiatives that are necessary to preserve the respect for democratic values in the field of public life. Among other initiatives it will drive the development of Codes of ethics in the field of public administrations and their agents upon request, providing role models meeting performance criteria that are based on an ideological conception of democratic content.
- Our Institute comprises professionals with long experience in the areas of conflict resolution between administrations and private subjects, where they developed their work over the past 20 years.
- The IEMEP has formed a team of collaborators characterized by a shared and global vision and of the whole process of development of administrative and judicial mediation in Spain and in neighboring countries. This allows us to anticipate the specific problems arising from relations between the administration and the citizens, optimizing the viability of projects aiming to provide solutions through mediation.

- If originally mediation looked forward to unloading the Courts of a disproportionate and unjustified prosecution of some conflicts and alleviate the structural deficit that accompanied the public service of justice in a secular way; today this it has acquired a self-substantivity with a material value socially and legally recognized by many disciplines, without the ballast only designed as a procedural formula of conventional termination of contentious proceeding.
- From the IEMEP we understand that a good management of the mediation procedures in several of the fields in which operates administrative law will allow establishing a frame of legitimate trust in all legal and social operators, creating bonds of communication and participation as well as offering creative solutions in the context of a new culture of peace, which must operate normally in legal-administrative relations.
